The judge has discretion in deciding whether to appoint a court interpreter. If appointed, the interpreter is considered an officer of the court, subject to certain ethical duties relating to the interpreter's conduct. A court interpreter's job is to translate accurately for a litigant (a party to a court proceeding) everything that occurs in the proceeding. Court interpreters also make it possible to take evidence from a non-English speaking witness.
The United States Constitution provides that the judicial power of the United States is vested in one Supreme Court and any lower courts established by the United States Congress. The Supreme Court was organized on February 2, 1790.
A driver's primary responsibility is to safely operate the vehicle. Impaired driving occurs when a driver is distracted and his/her ability to perform the task of driving is reduced. Driving can be impaired by drug use, alcohol use, fatigue, and cell phone use, along with anything else that distracts the driver. Both the plaintiff (the person suing) and the defendant (the person being sued) have a right to appeal to a higher court if they think there was a legal error in the trial. Generally, a notice of appeal has to be filed within 30 days after the trial court enters a judgment in the lawsuit. Most states have a two-tier system for appellate review of a judgment. The federal court system also has two different levels of appellate review. The appeal is first filed in an intermediate appellate state or federal court or court of appeals. After the court of appeals reviews the judgment, a further appeal is possible to a court of last resort, the state supreme court for state court appeals or the Supreme Court of the United States for federal court appeals.
The National Conference of Commissioners on Uniform State Laws was created in 1892. The National Conference is composed of more than 300 Uniform Law Commissioners. The Commissioners are lawyers who are appointed from each state. The Commissioners draft uniform or model legislation that addresses problems that are common to all states. The National Conference finances its activities through funds appropriated by state legislatures. The goal of the National Conference is to encourage the adoption of laws that are consistent throughout the states.
